UNHCR VOLUNTARY RETURN FRAMEWORK SYRIA – A PRELIMINARY ANALYSIS

The public and political debate on Syria has increasingly focused on the question of whether Syria has become safe for return, whether Syrian refugees can and should return now to their country of origin, and which role the international community should play in any such return processes. While UNHCR has reiterated that Syria is not safe for returns, the new UNHCR Voluntary Return Framework raises several questions.
